Mehriban Aliyeva, First Lady, Parliament deputy and the Director of the Heydar Aliyev Foundation, recently set a bill before the National Parliament of Azerbaijan to pass an act of amnesty. The fourth of its kind, the bill is highly selective in who receives amnesty, and who does not: political prisoners are excluded from its provisions.
