Economist Gubad Ibadoghlu commented on these claims on social media. Musavat.com published the expert’s notes:

“There are news saying that the monopoly in the customs has been stopped, and now everyone may import any product they want to bring into the country without any bariers. Now there are no mediators or customs brokers. You can yourself officiate the goods you bring. What they say is really implemented in practice. Then why the prices do not go down?

The thing is the only thing that changed in the customs is procedures. According to the previous procedure the customs brokers used to receive the money from the entrepreneurs in cash, and do the paper work without their participation and information, based on the internal regulations. Now howevere the same work is done by customs officials. The new existing procedure does not cause any difference between the business people’s current and previous payments.

Because now they pay the amount they previously used to pay informally officially. The only thing that changed is that if previously business people were not able to acquire documents regarding their payments now can receive them.

To the contrary, now, after manat’s second devaluation, spendings of the import-oriented entrepreneurs have increased. Now these spendings are increased by the difference between the currency rates.

The entrepreneurs’ spendings have increased , and not decreased. Thus we cannot feel any important impact of stopping the monopoly in the customs on the prices of the imported goods.
