Residents claim that the funds allocated by “Azersu” OJSC have been embezzled
Residents of Bolludar village of Sheki say that they have problems with drinking water. They told Meydan TV that they miss the water supply, especially in spring and summer.
Currently, there are 130 houses in Bolludara village and more than 500 residents live there.
Until 1992, the water demand of the village was taken from Alijanchay, pumped into reservoirs with special pumps, and distributed to the villages of Bolludara and Garatorpag.
Residents said that later those pumps broke down and water was pumped to this settlement with other pumps from the village of Sarija, located 8.5 km away. Later, since that pipe was caught and became unusable, the residents had to create a water source at a great distance from the village with the help of special equipment.
The people of Bolludara use special water-carrying vehicles to meet their water needs. Lack of water causes them to wait in line for days.
“The water demand of the village is met with these machines. Water is very little, almost non-existent. We wait in line here for hours. We can park the car here at 4 o’clock at night and get water at 10-11 o’clock in the morning. Sometimes, the line stretches for days,” the complainants say.
Due to the current situation, it can be said that most of the residents in this village have a car to carry water. Those who do not have such means of transport have to pay for water.
Rasim Hasan, a resident of the neighboring village of Garatorpag, told Meydan TV that in 2010, the Japanese embassy allocated funds for drawing drinking water to the villages of Garatorpag and Bolludara, but the funds were not spent as intended:
“The Japanese embassy has allocated funds for the renovation of old pipes, water pump,s and storage. Then they painted over the old reservoir and pipes. Because it was blocked, they cut the front of the pipe from a place that cannot be seen from a certain distance and put a temporary water pump so that the water flows to the field. Then they gathered the people from two or three villages and inaugurated it. The allocated money also went away. As a result, the water pipe that should come to the villages of Bolludara and Garatorpag has been lying open outside the village of Garatorpag for six years. “
“A few years later, “Azersu” allocated funds to the Sheki Water Canal Department for drawing water to our village. When the engineers of “Azersu” drew water to the Oguz region, they also drew the villages of Garatorpag and Bolludara to the same line. But it seems that the money was embezzled. As a result, more than 500 tons of water, which should have reached the houses, flows into the ground every day. The people of Bolludara village also suffer from thirst. The work has been unfinished since 2015. They brought the pipes here and left them unfinished,” he said.
Meydan TV tried to learn the position of the Sheki District Executive Authority regarding the complaint.
Agil Allahverdiyev, the assistant to the executive head, said at first that it is necessary to contact “Azersu” regarding this issue.
Later, he said that the relevant department is investigating the issue. However, he did not want to talk about the details of the investigation.
On the website of “Azersu” OJSC, it is reported that in 2013, a water line was built from the village of Beyuk Soyudlu of Oguz district to the nearby village of Garatorpag.
In the information, as a continuation of the project, at the next stage, it is planned to build a 7 km long main water line with polyethylene pipes to Bolludara village of the region.
However, despite this, Meydan TV could not learn the position of the institution regarding the fate of the project.
In 2010, the Japanese embassy confirmed that they had implemented the project.
