The Talysh Public Council of Azerbaijan has released a
report
on the ethnic minority's treatment in the country.
This report reflects the actual implementation of the Framework Agreement on the Protection of National Minorities in relation to the Talysh people in the Republic of Azerbaijan for the time period 2016-2021.
According to the report, Talysh public and cultural figures have been persecuted and harassed as "separatists" since the country gained independence. There is no radio and television in the Talysh language in the country. "Moreover, Talysh are deprived of the right to education in their mother tongue. The Talysh community has no right to self-government", the report stated.
This year marks the 20th anniversary of the ratification by the Republic of Azerbaijan of the Council of Europe's Framework Agreement on the Protection of National Minorities.
The Azerbaijani government to pay compensation to Tural Abbasli
The Azerbaijani government will pay 4,500 euros in compensation to White Party Chairman Tural Abbasli.
Tural Abbasli was fined 600 manat for participating in the "End Soldiers' Deaths" rally in Baku on January 12, 2013. The fine was later replaced by 220 hours of administrative work. Abbasli, who was the chairman of the Musavat Youth Organization at the time, was then sentenced to 15 days in prison for failing to comply with the court's decision.
That year, Tural Abbasli appealed to the
European Court of Human Rights
(ECHR). On September 16, the ECHR issued a ruling on Tural Abbasli's appeal, and awarded Abbasli 4,000 euros in moral damages and 500 euros in legal fees.
Over 100 women sought help because of domestic violence in 2021 in Azerbaijan
The State Committee for Family, Women and Children and Problems has
announced the
number of appeals to them in the first six months of 2021. 148 cases of domestic violence were reported.

In their statements, women's rights activists have repeatedly stated that the relevant agencies have not done their job properly in cases of domestic violence in Azerbaijan. They blame the state for deaths as a result of domestic violence.
Gender activist Gulnara Mehdiyeva says that in July 2021 alone, nine women were killed in Azerbaijan by either their husbands or boyfriends. According to her, if the relevant agencies would respond to such complaints in a timely manner and take necessary measures, less women would die as a result.
