The week of 7-11 June in Azerbaijan saw violence against transgender women, a statement on violence against the LGBTQI+ community, doctors officially reprimanded the mistreatment a disabled person, and IPHR's report on war crimes committed during the 44-day war.

Violence against transgender women

This week on Thursday, three transgender women protested in front of the Ombudsman's Office in Baku. They claim that they are being evicted from their apartments because of their gender identities. The women say that officers from the Nasimi District Police Department used violence against them and forcefully evicted them out of their houses.

Ibrahim Abdullayev, head of the General Department of the Ombudsman's Office, invited the transgender women into his office. Although the complainants wanted to see ombud Sabina Aliyeva, they said that they were sent away once they filed their complaint.

According to the this year's Rainbow Index, Azerbaijan is once again Europe's most homophobic country. The Rainbow Map and Index has surveyed the LGBTI+ community in 49 European countries since 2009.

Representatives of civil society issued a statement on the pressure faced by the LGBTQI+ community

This week on Thursday “Civil Society Representatives” released a statement on increasing cases of violence against the LGBTQI+ community over the last months in Azerbaijan. According to the statement, six Azerbaijani citizens have been physically assaulted and injured by various individuals and groups since May 30.

The representatives raised their concerns over the recent increase in violence and demanded Azerbaijani authorities ensure an urgent investigation into case of violence against LGBTQI+ citizens, as well as increase awareness in government agencies about the prohibition of discrimination based on sexual orientation and gender identity.

The statement was signed by more than 190 civil society members.

Doctors punished for mistreatment of disabled patient after Meydan TV coverage

Doctors in Mingachevir City Hospital were punished by the Azerbaijani Management Union of Medical Territorial Units (TƏBİB) after their mistreatment of a disabled individual came to light.

On 4 June, journalist Aynur Elgunesh travelled to Mingachevir to obtain the paperwork she needs to renew her driver’s license. However, she was discriminated against because of her disability.

Elgunesh detailed the humiliation she endured until the hospital staff became aware she was a journalist, with one doctor mockingly saying, "How can you even drive with that foot?", and asking her, "Go home, you're useless. Should I write on the document that you are useless?"

According to the results of the investigation into the mistreatment of Aynur Elgunesh at Mingachevir City Central Hospital, TƏBİB announced that the hospital's chief physician Eldar Karimov, traumatologist Javid Ismayilov and surgeon Tofig Balakishiyev had been disciplined and reprimanded.

IPHR: War crimes were committed during the 44-day war

The International Partnership for Human Rights (IPHR) released a report this week detailing documented crimes during the 44-day war.

"There is evidence that the Azerbaijani and Armenian armed forces committed war crimes during the 44-day war around the disputed Nagorno-Karabakh region", the report states.

According to the report, both Azerbaijan and Armenia tortured and executed military and civilian prisoners of war.
