Since the outbreak of hostilities on September 27, neither President Trump nor Secretary of State Pompeo has placed a single phone call to the leaders of Armenia and Azerbaijan, even as the region goes up in flames.\n  <\/li>\n<li>\n    Rather than delegating the diplomacy to Moscow, the administration must get more involved, at the highest levels, by working with our European partners to de-escalate the fighting and return the two sides to negotiations.\n  <\/li>\n<li>\n    The Trump Administration must tell Azerbaijan that it will not tolerate its efforts to impose a military solution to this conflict.\n  <\/li>\n<li>\n    [The Trump Administration] must make clear to Armenia that regions surrounding Nagorno-Karabakh cannot be occupied indefinitely.\n  <\/li>\n<li>\n    Finally, it must stop coddling Ankara and tell both Turkey and Iran to stay out of this conflict.\n  <\/li>\n<li>\n    Turkey\u2019s provision of arms to Azerbaijan and bellicose rhetoric encouraging a military solution are irresponsible.\n  <\/li>\n<\/ul>\n<p>\n  Fierce fighting between the Azerbaijani and Armenian armies in Karabakh broke out on September 27. Officially, more than 700 people have been killed among servicemen and civilians on both sides and thousands have been wounded.\n<\/p>\n<p>\n  Unofficially, the statistics are much higher. Both sides reported enormous losses of equipment on the other side and accuse each other of spreading misinformation.\n<\/p>\n<p>\n  On October 10, a ceasefire agreement was signed in Moscow to return to peace talks in the previous format.\n<\/p>\n<p>\n  The Karabakh War was an armed conflict between Armenians and Azerbaijanis which occurred from 1991-1994 in the territory of the former Nagorno-Karabakh Autonomous Region and the surrounding region. The war ended when a truce was signed, but exchange of gunfire still continues to break out periodically.\n<\/p>\n<p>\n  The Armenian population in the Nagorno-Karabakh Republic lives as a de-facto independent republic, unrecognized by any government in the world, including Armenia. Azerbaijan considers Karabakh and the surrounding territory taken during the war to be occupied, and demands that it be returned to Azerbaijan.\n<\/p>\n<p>\n  Negotiations held to settle the conflict have not yet yielded results.\n<\/p>\n<p>\n  The last full-scale outbreak, known as the \u201cApril War\u201d or the \u201cFour Day War,\u201d took place in April of 2016.
