{"id":190913,"date":"2018-07-19T18:52:30","date_gmt":"2018-07-19T18:52:30","guid":{"rendered":"https:\/\/www.meydan.tv\/article\/torture-in-azerbaijan-systemic-and-endemic-according-to-cpt\/"},"modified":"2021-10-29T14:42:51","modified_gmt":"2021-10-29T10:42:51","slug":"torture-in-azerbaijan-systemic-and-endemic-according-to-cpt","status":"publish","type":"post","link":"https:\/\/www.meydan.tv\/en\/article\/torture-in-azerbaijan-systemic-and-endemic-according-to-cpt\/","title":{"rendered":"Torture in Azerbaijan &#8216;systemic and endemic,&#8217; according to CPT"},"content":{"rendered":"<figure class=\"wp-block-image size-large\">\n  <img decoding=\"async\" src=\"https:\/\/www.meydan.tv\/az\/106796\/\" alt=\"\" class=\"wp-image-106796\"\/><figcaption><\/figcaption><\/figure>\n<p>\n  The Council of Europe&#8217;s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)<br \/>\n  <a href=\"https:\/\/www.coe.int\/en\/web\/cpt\/-\/azerbaijan-torture-impunity-and-corruption-highlighted-in-new-anti-torture-committee-publications\" target=\"_blank\" rel=\"noopener\"><br \/>\n    published<br \/>\n  <\/a><br \/>\n  all of its reports about Azerbaijan yesterday along with the Azerbaijani government&#8217;s responses.\n<\/p>\n<p>\n  The CPT made six visits to Azerbaijan between 2004 and 2017 to study torture and corruption in the country&#8217;s law enforcement system. The committee found repeatedly that persons detained by the police were tortured or physical ill-treated, denied access to lawyers and doctors, and not informed of their rights. The CPT also found a lack of effective investigations and &#8220;a generalized culture of violence&#8221; within law enforcement.\n<\/p>\n<p>\n  &#8220;The CPT\u2019s overall impression of the situation in Azerbaijan is that torture and other forms of physical ill-treatment by the police and other law enforcement agencies, corruption in the whole law enforcement system and impunity remain systemic and endemic,&#8221; reads the accompanying press release.\n<\/p>\n<p>\n  Over the course of its visits, the committee also found serious problems in the military, psychiatric hospitals, and social care homes.\n<\/p>\n<p>\n  The decision to publish the reports was taken by Azerbaijani authorities, although they were under no obligation to do so. Mykola Gnatovskyy, President of the CPT, called the decision &#8220;a major breakthrough and a clear indication of the authorities\u2019 resolve to enhance their dialogue with the Committee.&#8221;\n<\/p>\n<p>\n  \u201cIt is high time that the Azerbaijani authorities took decisive action to stamp out torture in the country and implement to the fullest extent the Committee\u2019s recommendations,&#8221;
