(Armen is not his real name; he asked not to be named because of the political sensitivity of the village. His views reflect the<br \/>\n  <a href=\"https:\/\/eurasianet.org\/s\/survey-armenians-attitudes-toward-azerbaijan-increasingly-hardening\" target=\"_blank\" rel=\"noopener\"><br \/>\n    animosity<br \/>\n  <\/a><br \/>\n  Armenians and Azerbaijanis continue to harbor for each other in the third decade of a brittle ceasefire.)\n<\/p>\n<p>\n  \u201cHe was born there,\u201d Armen said, guiding the jeep through the dirt and snow of the mountain pass. \u201cHis family changed his date of birth.\u201d The reason, he thinks, was that it would be politically unpalatable for a senior<br \/>\n  <a href=\"https:\/\/iwpr.net\/global-voices\/heidar-aliev-political-colossus\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Azerbaijani leader<br \/>\n  <\/a><br \/>\n  to have been born in Armenia.\n<\/p>\n<p>\n  Heydar Aliyev, first secretary of the Communist Party of Azerbaijan from 1969-1982, and then president of independent Azerbaijan from 1993-2003, may well have been born in Jomartlou in 1921.\n<\/p>\n<p>\n  According to his official biography \u2013 as recorded by the Heydar Aliyev Foundation, a charity founded in 2004 and headed by Azerbaijani Vice President Mehriban Aliyeva, Heydar&#8217;s daughter-in-law \u2013 the former president<br \/>\n  <a href=\"http:\/\/heydar-aliyev-foundation.org\/en\/content\/index\/65\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n    was born<br \/>\n  <\/a><br \/>\n  in Nakhchivan on May 10, 1923, shortly after his family moved there from Jomartlou following the Soviet occupation of the Caucasus. The Great Soviet Encyclopedia<br \/>\n  <a href=\"http:\/\/bse.sci-lib.com\/article013801.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    corroborates<br \/>\n  <\/a><br \/>\n  that account.\n<\/p>\n<p>\n  But many contend that Heydar was in fact born here. \u201cRumors have long circulated that Aliyev was in fact born two years earlier, but that it was decided that a senior Azerbaijani politician should not have an Armenian place of birth,\u201d<br \/>\n  <a href=\"https:\/\/iwpr.net\/global-voices\/heidar-aliev-political-colossus\" target=\"_blank\" rel=\"noopener\"><br \/>\n    wrote<br \/>\n  <\/a><br \/>\n  longtime Caucasus expert Tom de Waal, on the occasion of Aliyev&#8217;s death in 2003.\n<\/p>\n<p>\n  Curiously, after this reporter visited the village and tweeted about it, a number of Azerbaijani news websites<br \/>\n  <a href=\"http:\/\/press-az.com\/video-xbr\/4109-heyder-eliyevin-ermenistandaki-ata-ocagi-fotovideo.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    published<br \/>\n  <\/a><br \/>\n  <a href=\"http:\/\/www.moderator.az\/news\/216255.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    identical<br \/>\n  <\/a><br \/>\n  <a href=\"http:\/\/www.miq.az\/az\/lacin-azerbaycanli-tarixciden-ermeni-himayedarliina-etir\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n    stories<br \/>\n  <\/a><br \/>\n  that said the Aliyevs didn&#8217;t move out until 1925, when Heydar was two.\n<\/p>\n<p>\n  Despite its small population, Jomartlou boasted a regular bus service connecting it to Baku in the 1970s \u2013 a service founded at the behest of Heydar Aliyev, then a high-ranking Soviet official.\n<\/p>\n<p>\n  After the collapse of the Soviet Union and Armenia&#8217;s independence, Jomartlou&#8217;s fortunes fell. Its Azerbaijani inhabitants fled at the onset of the ethnic conflict in 1988 and it was later resettled by Armenian refugees, but most of them didn&#8217;t stay long.\n<\/p>\n<p>\n  The village was renamed Tanahat, after a nearby Armenian monastery, in 1995 as its Azerbaijani past was airbrushed from Armenian history.\n<\/p>\n<p>\n  \u201cThere are only 10 families left in the village. But in reality, Tanahat has no future,\u201d the village\u2019s leader, Gomed Narcissian,<br \/>\n  <a href=\"http:\/\/www.aniarc.am\/2015\/05\/10\/tanahat-jomartlou-the-native-village-of-the-worlds-most-famous-azerbaijani-haydar-aliyev\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n    told<br \/>\n  <\/a><br \/>\n  Armenian reporters in 2008. \u201cThe conditions are only good for animals \u2013 there is absolutely nothing here for people.\u201d\n<\/p>\n<figure class=\"wp-block-image size-large\">\n  <img decoding=\"async\" src=\"https:\/\/www.meydan.tv\/az\/discarded-toys-and-empty-vodka-bottles-signal-someone-once-lived-in-tanahat\/\" alt=\"Discarded toys and empty vodka bottles signal someone once lived in Tanahat\" class=\"wp-image-100997\"\/><figcaption>\n    Discarded toys and empty vodka bottles signal someone once lived in Tanahat<br \/>\n  <\/figcaption><\/figure>\n<p>\n  Looking around, it\u2019s not hard to see why he reached this conclusion. Almost all the houses dotting the hill are decrepit and long ago collapsed. The only signs of recent life are the occasional empty vodka bottle, indicating at least a few locals are returning to drink, if nothing else. And the road connecting the village with the world is simply a dirt track on the side of a mountain, impassable in winter.\n<\/p>\n<p>\n  In the post-Soviet period, villagers argued that the authorities neglected them. One of the most persistent issues was the lack of a regular bus service, which meant locals had to walk five miles \u2013 over an hour \u2013 to the neighboring village of Tasik to get a bus to Sisian, the largest town in the area. Without such a service, local children could not attend school, and families would move to neighboring towns instead. Only<br \/>\n  <a href=\"http:\/\/www.aravot.am\/2014\/01\/02\/420022\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n    three families<br \/>\n  <\/a><br \/>\n  lived here in 2014. Today, there are none.\n<\/p>\n<p>\n  But the village may attract an unusual segment of the regional tourist population.\n<\/p>\n<p>\n  \u201cYou know, it isn\u2019t uncommon for Azerbaijanis to cross the military border at Nakhchivan and travel here in secret,\u201d Armen says, repeating a widely held belief in the region. The Armenian Border Guard did not respond to requests for comment.\n<\/p>\n<p>\n  Heydar Aliyev ruled neighboring Azerbaijan with an iron fist from 1969 to 2003, with a brief interruption in 1987 following Soviet leader Mikhail Gorbachev\u2019s anti-corruption campaign. Aliyev was one of the campaign\u2019s first victims, but returned to power in 1993 following the independent state\u2019s near descent into civil war. When he died in 2003, he was succeeded by his son, Ilham, who remains president today. Ilham is<br \/>\n  <a href=\"\/en\/article\/ilham-aliyev-unexpectedly-moves-presidential-elections-up-to-april\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n    running<br \/>\n  <\/a><br \/>\n  , with no serious opposition, in elections next month for a new seven-year term in office.\n<\/p>\n<p>\n  The senior Aliyev\u2019s legacy remains mixed in Armenia. He was the head of the enemy state, and it was under his leadership that the Karabakh conflict entered its bloodiest phase.
