{"id":179942,"date":"2016-10-27T16:16:49","date_gmt":"2016-10-27T16:16:49","guid":{"rendered":"https:\/\/www.meydan.tv\/article\/transparency-group-eiti-insists-on-reforms\/"},"modified":"2021-10-29T13:32:59","modified_gmt":"2021-10-29T09:32:59","slug":"transparency-group-eiti-insists-on-reforms","status":"publish","type":"post","link":"https:\/\/www.meydan.tv\/en\/article\/transparency-group-eiti-insists-on-reforms\/","title":{"rendered":"Transparency Group EITI Insists on Reforms"},"content":{"rendered":"<figure class=\"wp-block-image size-large\">\n  <img decoding=\"async\" src=\"https:\/\/www.meydan.tv\/az\/71581\/\" alt=\"\" class=\"wp-image-71581\"\/><figcaption><\/figcaption><\/figure>\n<p>\n  The Extractive Industries Transparency Initiative (EITI), a prominent international coalition, on October 26, 2016, declined to restore<br \/>\n  <a href=\"http:\/\/hrw.pr-optout.com\/Tracking.aspx?Data=HHL%3d8-73%3d0-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4285099&amp;Preview=False&amp;DistributionActionID=111720&amp;Action=Follow+Link\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Azerbaijan<br \/>\n  <\/a><br \/>\n  \u2019s full membership status in the organization, Human Rights Watch said today.\u00a0EITI gave the government four months to reform its laws shackling civil society or face suspension.<\/p>\n<p>  At its meeting in Astana, Kazakhstan, EITI\u2019s board found that Azerbaijan had not made satisfactory progress on meeting the initiative\u2019s standards for fostering a free environment for independent groups, and outlined further steps that the government needs to take before the next board meeting in April 2017.<\/p>\n<p>  \u201cThe Azerbaijani government has spared no effort to dismantle independent groups, so it\u2019s no surprise that EITI didn\u2019t restore its status,\u201d said<br \/>\n  <a href=\"http:\/\/hrw.pr-optout.com\/Tracking.aspx?Data=HHL%3d8-73%3d0-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4285099&amp;Preview=False&amp;DistributionActionID=111719&amp;Action=Follow+Link\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Giorgi Gogia<br \/>\n  <\/a><br \/>\n  , South Caucasus director at Human Rights Watch. \u201cNow it\u2019s up to the government to enact meaningful reform and it\u2019s up to its international partners to make sure it happens.\u201d<\/p>\n<p>  The EITI brings together governments, companies, and nongovernmental groups to encourage better governance of resource-rich countries by fostering open public debate about how oil, gas, and mining revenues are used. The EITI requires the governments to foster \u201can enabling environment for civil society\u201d and to \u201crefrain from actions which result in narrowing or restricting public debate in relation to implementation of the EITI.\u201d<\/p>\n<p>  In April 2015, as the government was in the midst of a sweeping crackdown on independent groups and activists, the EITI board downgraded Azerbaijan\u2019s status in the initiative and issued a list of steps the government had to take to have its status restored. These included ensuring that nongovernmental groups involved in EITI could freely access and use funding to carry out their work, and be able to speak freely about natural resource governance without threat of reprisals.<\/p>\n<p>  The Azerbaijani government has been engaged in systematic efforts to undermine activists and independent organizations, Human Rights Watch said. In a new report, Human Rights Watch<br \/>\n  <a href=\"http:\/\/hrw.pr-optout.com\/Tracking.aspx?Data=HHL%3d8-73%3d0-%3eLCE593719%26SDG%3c90%3a.&amp;RE=MC&amp;RI=4285099&amp;Preview=False&amp;DistributionActionID=111718&amp;Action=Follow+Link\" target=\"_blank\" rel=\"noopener\"><br \/>\n    documented government prosecution<br \/>\n  <\/a><br \/>\n  \u00a0of leaders of nongovernmental groups, and new draconian laws and regulations that make it virtually impossible for critical independent groups to operate, particularly for those working on human rights, transparency, and government accountability.<\/p>\n<p>  Even after the EITI downgraded Azerbaijan, its government continued to adopt new restrictive laws and regulations, requiring both donors and grantees to separately obtain government approval of each potential grant and giving the authorities broad discretion to deny the approvals.
