class=\"wp-image-56079\"\/><figcaption><\/figcaption><\/figure>\n<p><div><\/div>\n<\/p>\n<div>\n<div>\n<div>\n<div>\n<div>\n<p>\n              Women\u2019s rights activists in Azerbaijan have scorned official claims that state policy has led to a dramatic drop in incidents of domestic violence.\n            <\/p>\n<p>\n              The number of cases fell from 4,696 in 2009 to 2,248 in 2015, according to Hijran Huseynova, who chairs the state committee for family, women and children\u2019s affairs.\n            <\/p>\n<p>\n              \u201cSuch cases have decreased in Azerbaijan,\u201d she told the news agency APA.\u00a0 \u201cTo prevent domestic violence, the state committee has created a data bank [of offences and at risk groups].\n            <\/p>\n<p>\n              Deputy prime minister Elchin Efendiyev also attributed the falling numbers to government measures in a speech at an international conference on the prevention of domestic violence in Baku last November.\n            <\/p>\n<p>\n              Women\u2019s rights activists, however, have roundly rejected this position.\n            <\/p>\n<p>\n              \u201cIn Azerbaijan, official statistics never reflect the real situation.\u00a0 You cannot believe the truthfulness of these figures,\u201d said Naila Yagublu, chairwoman of the women\u00b4s branch of the opposition Musavat party.\n            <\/p>\n<p>\n              \u201cIf you just follow the media, you can see information about violence against women almost daily.\u00a0 In spite of the state committee\u00b4s claim that domestic violence has decreased by half, I can say based on my own observation that the situation is getting worse every day,\u201d she said.\n            <\/p>\n<p>\n              Indeed, reports of domestic violence feature regularly in Azerbaijan\u00b4s media.\n            <\/p>\n<p>\n              In one recent case on March 18 in the city of Udjar in central Azerbaijan, 31-year-old Ramil Nasirov stabbed his 17-year-old bride Sabina Rahinova to death just hours after their wedding ceremony.\u00a0 Following his arrest, the groom told investigators he had killed her out of jealousy.\n            <\/p>\n<p>\n              Another man, 26-year-old Babek Aliyev, is currently on trial in Baku for killing a young woman who had refused his affections.\u00a0 The accused had repeatedly expressed his desire to marry her, but Ilaha Usubova turned him down.\u00a0 In the end, he stabbed her 15 times.\n            <\/p>\n<p>\n              Yagublu said that there was a link between Azerbaijan\u2019s ongoing economic woes and rates of domestic violence.\n            <\/p>\n<p>\n              A steep drop in oil prices last year sent an economy that relies on energy for three-quarters of its revenues into freefall.\u00a0 This in turn led to two currency devaluations in 2015.\n            <\/p>\n<p>\n              \u201cThe worse the social conditions in which people live, the more aggressive they become,\u201d she continued. \u201cRelationships between people deteriorate into violence.\u00a0 The country is in deep crisis.\u00a0 The unemployment rate and prices are constantly rising, and living standards of the population are falling.\u201d\n            <\/p>\n<p>\n              <b><br \/>\n                ABUSE REMAINS ILL-DEFINED<br \/>\n              <\/b>\n            <\/p>\n<p>\n              Experts say that current legislation does not go far enough to protect women.\n            <\/p>\n<p>\n              Mehriban Zeynalova, who chairs the women\u00b4s NGO Clean World, said that the 2010 law on prevention of domestic violence focused only on preventive measures.\n            <\/p>\n<p>\n              Provisions dealing with actual incidents of domestic violence have not been fully worked out.\u00a0 (See also<br \/>\n              <a href=\"https:\/\/goo.gl\/d4hor4\"><br \/>\n                <b><br \/>\n                  New Law to Tackle Domestic Assault in Azerbaijan<br \/>\n                <\/b><br \/>\n              <\/a><br \/>\n              ).\n            <\/p>\n<p>\n              Other forms of abuse remain ill-defined, she continued. Psychological or sexual and economic violence went unpunished because it was harder to prove.\n            <\/p>\n<p>\n              \u201cOn questions of sexual violence, women practically never turn to law enforcement authorities, especially if it is about family.\u00a0 Sexual violence in the family is taken somewhat for granted,\u201d Zeynalova concluded.\n            <\/p>\n<p>\n              The Civil Procedural Code enables 30-day restraining orders to be issued to protect of domestic violence victims, but they are very difficult to obtain.\n            <\/p>\n<p>\n              Elman Fattah, a lawyer, said the whole process was \u201cridiculous\u201d as the punishment for violating the restraining order was so light \u2013 a fine of 500 to 1,000 manats (330 to 660 US dollars) and imprisonment of up to one month.\n            <\/p>\n<p>\n              According to a 2014 United Nations report, violence against women is widely tolerated within traditionally patriarchal Azerbaijani society.\n            <\/p>\n<p>\n              Women also tended to accept the status quo, further perpetuating impunity and significantly contributing to the underreporting of cases.\n            <\/p>\n<p>\n              There was \u201cminimal implementation and enforcement of the legal framework, but also the lack of a gender perspective by law enforcement and judicial operators,\u201d the UN report said.\u00a0 \u201cThe common resort to mediation as a means of dispute resolution is also a factor\u201d.\n            <\/p>\n<p>\n              The vast majority of interviewees cited in the report said the very low conviction rate exacerbated a lack of trust in the judicial system.\n            <\/p>\n<p>\n              Relatives of Konul Valiyeva, who threw herself out of a ninth floor window three months ago, dispute investigators\u2019 official conclusion that she killed herself because of a mental disorder.\n            <\/p>\n<p>\n              \u201cShe was only 27 years old.\u00a0 She left two children.\u00a0 She could not kill herself because my niece was a believer in Islam, where suicide is one of the worst sins,\u201d said her aunt Zeynab Valiyeva, who claimed that the police did not fully investigate the circumstances surrounding her death.\n            <\/p>\n<p>\n              \u201cEven if she did throw herself [out of the window], which we categorically do not believe, who caused her to be in this state?\u201d she asked.\n            <\/p>\n<p>\n              Aida Aliyeva is the deputy chairwoman of the Public Association of Children in Azerbaijan, which operates shelters for homeless youth that are also often used by vulnerable women.\n            <\/p>\n<p>\n              \u201cAll the women who come to us are victims of domestic violence,\u201d Aliyeva said.\u00a0 \u201cWe had a woman who was beaten by her husband and then kicked out of the house with the children so he could bring home a new wife.\u201d\n            <\/p>\n<p>\n              Aliyeva said that women subjected to violence needed state support in the form of social protection.\n            <\/p>\n<p>\n              \u201cThey should receive a nominal sum of money and housing from the state, so they can get themselves comfortable,\u201d she said.\u00a0 \u201cWe try to help women to settle, but not always successfully.\u00a0 Sometimes they return to their families, where they are [again] subject to violence.\u201d\n            <\/p>\n<p>\n              <b><br \/>\n                VIOLENCE DISMISSED AS FAMILY \u201cSQUABBLES\u201d<br \/>\n              <\/b>\n            <\/p>\n<p>\n              According to the UN report, early and forced marriages in Azerbaijan have also continued to endanger lives, placing young women at a greater risk of domestic violence, marital rape or complications in pregnancy.\n            <\/p>\n<p>\n              Early marriage has continued to be a problem even after the 2011 amendments to the Family Code that raised the age of consent to 18 for both sexes.\n            <\/p>\n<p>\n              According to psychologist Dayanat Rzayev, further social work and preventative measures were needed to reduce cases of violence.\n            <\/p>\n<p>\n              \u201cBut according to our mentality, it is not acceptable to expose family problems to public scrutiny,\u201d he said.\u00a0 \u201cA woman faces cruelty in the family and complains to the police, but they do not wish to interfere in the family \u00b4squabbles\u00b4.\u201d\n            <\/p>\n<p>\n              In 2015, according to the ministry of interior, 938 crimes of domestic violence were prosecuted.\u00a0 Of these cases, 43 had led to the death of the victims &#8211; ten of department of the state committee on family, women and children affairs, said that her team frequently handled cases where women did not wish to file a formal complaint.\n            <\/p>\n<p>\n              \u201cWomen who turn to us do not want representatives of the police or the executive branch to interfere in their family affairs for fear of being condemned by others,\u201d she said.\n            <\/p>\n<p>\n              Society was now reluctant to interfere in family affairs, a marked contrast from Soviet times, Rzayev noted.\n            <\/p>\n<p>\n              Then, local Communist officials closely scrutinised the private lives of all the families living in their areas.\n            <\/p>\n<p>\n              The psychologist also highlighted the effect rising unemployment had on tensions and violence within the family.\n            <\/p>\n<p>\n              \u201cIf we are not talking about pathological conditions \u2013 psychopathy, drug addiction, alcoholism or pathological jealousy, which often lead to aggression -one can say that domestic violence is caused by social factors,\u201d he concluded.\n            <\/p>\n<p>\n              Musavat\u2019s Yagublu emphasised that the authorities were not interested in identifying the root causes of the situation.\n            <\/p>\n<p>\n              \u201cIn spite of the fact that the main cause of domestic violence is precisely social and economic, the authorities put this reason last,\u201d she said. \u201cTo recognize the socio-economic factor as the main cause of domestic violence is to recognize the deplorable social and economic situation in the country.\n            <\/p>\n<p>\n              \u201cBut the authorities are still pulling wool over people\u00b4s eyes with fairytales about a
