What was different this year is that the region\u2019s standard election-observation group, from the OSCE\/ODIHR, was not there to assess the quality of the vote in an environment<br \/>\n  <a href=\"https:\/\/freedomhouse.org\/report\/freedom-press\/2015\/azerbaijan#.Vcy67flVhBc\" target=\"_blank\" rel=\"noopener\"><br \/>\n    some Western human-rights watchdogs<br \/>\n  <\/a><br \/>\n  argue has gone from bad to worse.\n<\/p>\n<p>\n  The absence of these observers appeared to clear the stage for a variety of positive assessments \u2014 something entirely natural, in the government\u2019s view.\n<\/p>\n<p>\n  <a href=\"http:\/\/www.osce.org\/odihr\/elections\/azerbaijan\/181611\" target=\"_blank\" rel=\"noopener\"><br \/>\n    The Organization for Security and Cooperation in Europe\/Office for Democratic Institutions and Human Rights (OSCE\/ODIHR)<br \/>\n  <\/a><br \/>\n  refused to send its observation mission after Azerbaijani authorities restricted the number of observers that could be sent. The observers have never deemed an Azerbaijani vote up to international standards.\n<\/p>\n<p>\n  But senior presidential advisor Ali Hasanov, for one, did not miss them.\n<\/p>\n<p>\n  The requested size of the OSCE\/ODIHR mission \u201cis a result of their biased attitude\u201d toward Azerbaijan,<br \/>\n  <a href=\"http:\/\/en.trend.az\/azerbaijan\/election2015\/2451064.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    local outlets<br \/>\n  <\/a><br \/>\n  reported him as saying. He also cited supposed &#8220;financial problems&#8221; caused by their presence, and questions \u201cabout their accommodation&#8221;\u00a0 &#8212; this last despite Azerbaijan&#8217;s hosting of the 2015<br \/>\n  <a href=\"http:\/\/www.eurasianet.org\/node\/73776\"><br \/>\n    European Games.<br \/>\n  <\/a>\n<\/p>\n<p>\n  But Hasanov argued that the matter goes beyond numbers. &#8220;We think that the number of observers is not important for observing a democratic election,&#8221; he reasoned. &#8220;The most important thing is the created conditions, the satisfaction of the voters with [the] voting process and the opinion of the groups monitoring the election.&#8221;\n<\/p>\n<p>\n  And with that, Azerbaijan, overall, had little reason to be displeased.\n<\/p>\n<p>\n  &#8220;Election in Azerbaijan satisfies all observers, including West,&#8221; read a headline for the pro-government<br \/>\n  <a href=\"http:\/\/en.trend.az\/azerbaijan\/election2015\/2451782.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Trend news agency.<br \/>\n  <\/a>\n<\/p>\n<p>\n  Particularly &#8220;satisfied&#8221; were observers from Russia and elsewhere in the former Soviet Union.\n<\/p>\n<p>\n  <a href=\"http:\/\/en.trend.az\/azerbaijan\/politics\/2451755.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    The Commonwealth of Independent States\u2019 Russia-led monitoring group<br \/>\n  <\/a><br \/>\n  declared \u201cunanimously\u201d that Azerbaijani voters \u201cwere provided with the opportunity to freely make their choice.\u201d\u00a0 \u2014 an evaluation President Aliyev termed<br \/>\n  <a href=\"http:\/\/ru.apa.az\/news\/303086\" target=\"_blank\" rel=\"noopener\"><br \/>\n    \u201cobjective and depoliticized.\u201d<br \/>\n  <\/a>\n<\/p>\n<p>\n  Providing the chorus was<br \/>\n  <a href=\"http:\/\/ru.apa.az\/news\/303042\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Russian parliamentarian Leonid Slutsky<br \/>\n  <\/a><br \/>\n  , chair of the Russian Duma\u2019s committee for Commonwealth of Independent States issues: \u201cWe welcome the will of the people of Azerbaijan, as expressed through free and democratic elections.\u201d\n<\/p>\n<p>\n  That view came as no surprise. In the run-up to the vote, the site acting as the elections&#8217; de-facto information portal had prominently promoted commentary from<br \/>\n  <a href=\"http:\/\/www.secki-2015.az\/en\/view\/news\/416\/sergei-markov-parliamentary-elections-in-azerbaijan-will-be-recognized-by-western-politicians-\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Sergei Markov<br \/>\n  <\/a><br \/>\n  , tagged as Russian President Vladimir Putin\u2019s envoy, and<br \/>\n  <a href=\"http:\/\/www.secki-2015.az\/en\/view\/news\/333\/vladimir-zhirinovsky-confident-of-yeni-azerbaijan-party%E2%80%99s-victory\" target=\"_blank\" rel=\"noopener\"><br \/>\n    LDPR boss Vladimir Zhirinovsky<br \/>\n  <\/a><br \/>\n  that gave the election to Aliyev\u2019s YAP and predicted that it would be a nice, clean vote.\n<\/p>\n<p>\n  With a nearly 56-percent turnout, initial results showed YAP taking at least 70 of 125 seats, with the rest expected to be distributed among sympathetic parties. The country\u2019s largest opposition parties and groups, citing concerns about civil rights and air time, boycotted<br \/>\n  <a href=\"http:\/\/www.eurasianet.org\/node\/75821\"><br \/>\n    the election.<br \/>\n  <\/a>\n<\/p>\n<p>\n  Moscow and Baku, united in their annoyance with Western criticism of rights records, may, indeed, have reason to see eye to eye about the purity of the vote, but they were not alone.\n<\/p>\n<p>\n  Some Western observers also gave a hearty thumbs-up.<br \/>\n  <a href=\"http:\/\/ru.apa.az\/news\/303071\" target=\"_blank\" rel=\"noopener\"><br \/>\n    The Parliamentary Assembly of the Council of Europe<br \/>\n  <\/a><br \/>\n  , often bashed for<br \/>\n  <a href=\"http:\/\/www.esiweb.org\/pdf\/esi_document_id_131.pdf\" target=\"_blank\" rel=\"noopener\"><br \/>\n    alleged openness to Azerbaijani lobbying<br \/>\n  <\/a><br \/>\n  , termed the election \u201ctransparent\u201d with \u201cthe necessary basis\u201d for a democratic vote.\n<\/p>\n<p>\n  Two solo American observers \u2014<br \/>\n  <a href=\"http:\/\/en.trend.az\/azerbaijan\/election2015\/2450990.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    former US Congressman Joe Bata (D-CA)<br \/>\n  <\/a><br \/>\n  and Jason Katz, director of the California-based lobbying firm Tool Shed Group \u2014 expressed similar approval while voting was still underway. In a comment actively promoted by mainstream Azerbaijani media, Katz, whose organization has represented Azerbaijan\u2019s consulate in Los Angeles, opined that<br \/>\n  <a href=\"http:\/\/en.trend.az\/azerbaijan\/election2015\/2451086.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    the US could learn from Azerbaijan how to conduct a free and fair election.<br \/>\n  <\/a>\n<\/p>\n<p>\n  Members of the British House of Lords\u2019 delegation also took Azerbaijan as a model. \u201cThe difference of Azerbaijan from the UK lies in the fact that here the people value their opportunity of freedom of choice,\u201d observed<br \/>\n  <br \/>\n  <a href=\"http:\/\/en.trend.az\/azerbaijan\/election2015\/2451496.html\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Baroness Detta O&#8217;Cathain<br \/>\n  <\/a><br \/>\n  .\n<\/p>\n<p>\n  Views from the UK-based<br \/>\n  <a href=\"https:\/\/www.amnesty.org\/en\/documents\/eur55\/2787\/2015\/en\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Amnesty International<br \/>\n  <\/a><br \/>\n  , not a group on which Baku looks lovingly, had been quite different, however.\n<\/p>\n<p>\n  The watchdog had noted before November 1 that opposition parties are only \u201cnominally allowed to exist,\u201d but are effectively refused public space to operate and campaign. \u201cAlmost all independent NGOs \u2013 around 20 of them \u2013 have been shut down, their offices have been sealed and their bank accounts frozen after criminal proceedings were instigated by the authorities,\u201d the watchdog wrote.\n<\/p>\n<p>\n  <a href=\"http:\/\/www.eurasianet.org\/node\/74906\"><br \/>\n    The jailing of award-winning investigative journalist Khadija Ismayilova<br \/>\n  <\/a><br \/>\n  and continued reported hounding of correspondents for the<br \/>\n  <a href=\"https:\/\/www.indexoncensorship.org\/2015\/10\/unprecedented-repression-continues-as-azerbaijan-prepares-for-parliamentary-elections\/\" target=\"_blank\" rel=\"noopener\"><br \/>\n    Berlin-based Meidan TV<br \/>\n  <\/a><br \/>\n  also appeared to escape the notice of observers cited in mainstream Azerbaijani media.*\n<\/p>\n<p>\n  Yet further tussles could be in store.
