But a culture clash is also flaring in the sartorial sphere. In Azerbaijan, for example, a public debate is brewing over whether it is appropriate for men to wear shorts.<\/p>\n<p>  Traditional attitudes remain deeply entrenched in Azerbaijan. Accordingly, the general consensus holds that it is taboo for men to wear shorts. Anyone who defies the unofficial ban runs the risk of being rebuked by family members, friends or even strangers on the street.<\/p>\n<p>  \u201cIf a man is showing knees, he may get disapproving stares or comments in the streets,\u201d said Emil Musayev, member of<br \/>\n  <i><br \/>\n    <b><br \/>\n      <a href=\"https:\/\/www.facebook.com\/Flashmob.Azerbaijan?fref=ts\"><br \/>\n        Flashmob Azerbaijan<br \/>\n      <\/a><br \/>\n    <\/b><br \/>\n  <\/i><br \/>\n  , a group that organized a<br \/>\n  <i><br \/>\n    <b><br \/>\n      <a href=\"http:\/\/www.eurasianet.org\/node\/74511\"><br \/>\n        demonstration on August 2<br \/>\n      <\/a><br \/>\n    <\/b><br \/>\n  <\/i><br \/>\n  to launch a pro-shorts movement.<\/p>\n<p>  In Baku, foreign tourists are generally not hassled for wearing shorts, and even Azeri men run a lower risk of criticism if they choose to show some leg in the some of the more cosmopolitan, central neighborhoods of the capital. But few dare to defy convention anywhere outside of downtown Baku, and on beaches.<\/p>\n<p>  \u201cTraditionalists remain hostage to ethno-cultural stereotypes. Religion also bans exposing your body, so these two factors lead to antagonism toward shorts,\u201d said Gunel Aslanova, a psychology instructor at Baku State University. \u201cThis category of people feels insecure in the face of any manifestation of globalization for it challenges their core beliefs.\u201d<\/p>\n<p>  The public debate over wearing shorts erupted after a few Caspian Sea resort areas \u2013 including Novkhany, a popular seaside escape just outside Baku \u2013 reportedly banned men from entering waterfront restaurants in shorts. Some media outlets published commentaries critical of the ban.<\/p>\n<p>  \u201cMost people go to the beach exactly in trunks, flip-flops and tank tops. Nobody is bringing special clothes to change into after swimming in the sea and to go eat gutabs [traditional meat-stuffed flatbreads],\u201d stated a<br \/>\n  <i><br \/>\n    <b><br \/>\n      <a href=\"http:\/\/news.day.az\/society\/423773.html\"><br \/>\n        commentary<br \/>\n      <\/a><br \/>\n    <\/b><br \/>\n  <\/i><br \/>\n  posted on Day.az, a popular news outlet.<\/p>\n<p>  The ban has plenty of defenders. \u201cI have very little desire to dine with my family or with a woman while staring at \u2026 hairy legs,\u201d said one Azerbaijani blogger in a<br \/>\n  <i><br \/>\n    <b><br \/>\n      <a href=\"http:\/\/www.kavkaz-uzel.ru\/blogs\/83772\/posts\/22006\"><br \/>\n        comment<br \/>\n      <\/a><br \/>\n    <\/b><br \/>\n  <\/i><br \/>\n  posted on Kavkazsky Uzel.<\/p>\n<p>  The flamboyant leader of the Muasir Musavat Party, Hafiz Hajiyev, waded into the debate, saying in a recent interview with oxu.az that the wearing of shorts was \u201cdepraved\u201d and \u201cdishonorable.\u201d He went on to blame European values and television for promoting a fashion idea that runs against local tradition.<\/p>\n<p>  \u201cDecent people do not wear shorts!\u201d he<br \/>\n  <i><br \/>\n    <b><br \/>\n      <a href=\"http:\/\/ru.oxu.az\/society\/85408\"><br \/>\n        stated<br \/>\n      <\/a><br \/>\n    <\/b><br \/>\n  <\/i><br \/>\n  .<\/p>\n<p>  Hajiyev\u2019s credibility on the issue took a hit when he himself was photographed sporting shorts in a restaurant. Hajiyev later explained that the photo was taken on the property of an oligarch friend, which somehow makes it different. \u201cI don\u2019t sashay around the city in underwear or shorts,\u201d he<br \/>\n  <b><br \/>\n    <i><br \/>\n      <a href=\"http:\/\/minval.az\/news\/123459093\"><br \/>\n        said<br \/>\n      <\/a><br \/>\n    <\/i><br \/>\n  <\/b><br \/>\n  in an interview with Minval.az.<\/p>\n<p>  He vowed to continue his campaign against men wearing shorts. \u201cIt is amoral and runs counter to national mentality,\u201d he said.<\/p>\n<p>  Public attitudes on the wearing of shorts have long been more lenient in Georgia, Azerbaijan\u2019s neighbor to the northwest. Even so, many Georgian men, especially older men, stick with wearing full-length pants, socks and closed shoes throughout the blazing Caucasus summer. A popular way for men to keep cool is to pull their shirts up over their stomachs.<\/p>\n<p>  \u201cGlobalization is too strong and it overpowers extremely conservative views, or pushes them toward the cultural periphery, if society is more or less open,\u201d said Giorgi Tsotskolauri, Tbilisi-based psychotherapist.<\/p>\n<p>  Aslanova, the Baku professor, believes that attitudes are slowly changing in Azerbaijan too. \u201cThese changes may not be spontaneous or radical, but they are happening,\u201d she said.<\/p>\n<p>  Hoping to promote their cause, some shorts enthusiasts recently posted online a<br \/>\n  <i><br \/>\n    <b><br \/>\n      <a href=\"https:\/\/pp.vk.me\/c628120\/v628120446\/ceef\/albnOyT1xIc.jpg\"><br \/>\n        photo<br \/>\n      <\/a><br \/>\n    <\/b><br \/>\n  <\/i><br \/>\n  of Azerbaijan\u2019s authoritarian-minded president, Ilham Aliyev, in shorts.\n<\/p>\n<p>\n  <i><br \/>\n    <b><br \/>\n      Originally published by<br \/>\n      <a href=\"http:\/\/www.eurasianet.org\" target=\"_blank\" rel=\"noopener\"><br \/>\n        EurasiaNet.org<br \/>\n      <\/a><br \/>\n    <\/b><br \/>\n  <\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Azerbaijan, a public debate is brewing over whether it is appropriate for men to wear shorts.
