\n ,\u2019 the Azerbaijani government has stepped up its crackdown on activists speaking out against its abysmal human rights record. \u00a0As of this writing, more than 20 human rights defenders have been detained by the government,
\n
\n including
\n <\/a>
\n four of the country\u2019s most prominent activists.\n<\/p>\n

\n Meanwhile, the European Games\u2019
\n
\n lead organizer
\n <\/a>
\n has claimed that it is not his job to criticize the host country;
\n
\n denied
\n <\/a>
\n any knowledge of the government\u2019s oppressive habits; and
\n
\n declared
\n <\/a>
\n Azerbaijan an \u201cincredibly free society.\u201d Current and future corporate sponsors of the games should take notice and carefully consider their decision to be affiliated with the event.\n<\/p>\n

\n
\n Azerbaijan and the 2012 Eurovision Song Contest
\n <\/b>\n<\/p>\n

\n The last major world event Azerbaijan
\n
\n hosted
\n <\/a>
\n was the 2012
\n
\n Eurovision Song Contest
\n <\/a>
\n , which was also the post-Soviet Republic\u2019s real debut on the world stage. \u00a0Prior to the singing competition, the Azerbaijani government took the usual steps taken by an authoritarian state before it invites international attention \u2014 it \u201cbeautified\u201d the city and created a land seemingly devoid of dissent or criticism.\n<\/p>\n

\n In the eyes of Azerbaijani
\n
\n President Ilham Aliyev
\n <\/a>
\n , \u201cbeautification\u201d meant the
\n
\n forcible eviction
\n <\/a>
\n of homeowners and the demolition of partially-occupied buildings in order to make room for Eurovision-related development projects in Baku, Azerbaijan\u2019s capital. \u00a0Prior to the contest, dozens of families were
\n
\n evicted
\n <\/a>
\n from the neighborhood that would eventually be home to the main Eurovision arena. At times, these evictions came without warning or took place in the middle of the night.\n<\/p>\n

\n The run-up to Eurovision was also marked by a crackdown on civil society and the attempted creation of a \u201ccriticism-free\u201d zone, a tactic not unique to the Aliyev government (and frighteningly reminiscent of a
\n
\n Nazi propaganda campaign
\n <\/a>
\n \u00a0before the 1936 Olympics in Berlin). \u00a0In Baku
\n
\n in 2012
\n <\/a>
\n , journalists critical of the regime were prosecuted and detained, human rights activists were imprisoned, and protests were quelled.\n<\/p>\n

\n The Aliyev regime\u2019s brutal tactics continued into 2013. \u00a0In order to facilitate the creation of the controversial Winter Garden development in Baku, the Azerbaijani government waged a
\n
\n similar campaign
\n <\/a>
\n of displacement and destruction, effectively rendering homeless anyone in the
\n
\n planned footprint of the park-cum-shopping mall
\n <\/a>
\n . \u00a0Likewise, the weeks and months preceding the (not even remotely free and fair) October presidential elections were
\n
\n marred
\n <\/a>
\n by a familiar war against dissenting voices, including the enactment of numerous draconian laws meant to curtail Azerbaijani rights to freedom of assembly, association and expression.\n<\/p>\n

\n
\n The 2015 European Games and the persecution of human rights activists
\n <\/b>\n<\/p>\n

\n Which brings us to present day and Azerbaijan\u2019s role as host of the European Games.*\n<\/p>\n

\n Given the rosy picture painted by the Azerbaijani government\u2019s house-cleaning projects prior to Eurovision, as well as ongoing
\n
\n threats
\n <\/a>
\n by President Aliyev to wage war against Armenia, human rights activists were justifiably afraid of what the European Games might bring, and they sought to use the prospect of international attention to raise awareness of the regime\u2019s human rights record. \u00a0Unfortunately, the government\u2019s response was swift, unlawful and wholly in keeping with past practice.\n<\/p>\n

\n In the first two weeks of August, the government escalated its crackdown on civil society, rounding up and detaining
\n
\n Leyla Yunus
\n <\/a>
\n , one of the country\u2019s leading human rights defenders; Yunus\u2019 husband, historian
\n
\n Arif Yunus
\n <\/a>
\n ;
\n
\n Rasul Jafarov
\n <\/a>
\n , an outspoken critic of politically-motivated prosecutions in Azerbaijan; and long-time activist and lawyer
\n
\n Intigam Aliyev
\n <\/a>
\n . All were charged with trumped-up violations of Azerbaijani law \u2014 including drug-possession, treason and tax-evasion \u2014 and will likely be held indefinitely (and without due process) unless international pressure is brought to bear.\n<\/p>\n

\n
\n The responsibility of business and the European Games\u2019 organizers
\n <\/b>\n<\/p>\n

\n So here we are preparing for another international sporting event, and it feels like Sochi all over again. \u00a0As
\n
\n I wrote
\n <\/a>
\n before the kickoff of the 2014 Winter Olympics, the International Olympic Committee, as organizer of the Sochi Games, had a duty under the
\n
\n U.N. Guiding Principles on Business and Human Rights
\n <\/a>
\n to ensure that Russia\u2019s Olympics-related activities did not contribute to or cause human rights violations. \u00a0Russia\u2019s reprehensible behavior in preparation for Sochi is well documented, as is the
\n
\n failure
\n <\/a>
\n \u00a0of the IOC to do anything about it; yet, there is still time for the European Games\u2019
\n
\n Organizing Committee
\n <\/a>
\n to take a stand. \u00a0Unfortunately, the committee has thus far attempted to ignore the situation in Azerbaijan and has claimed that \u201cpolitics\u201d are
\n
\n not within
\n <\/a>
\n the committee\u2019s purview.\n<\/p>\n

\n International sporting events like the Olympics or the European Games also raise questions about the roles and responsibilities of corporate sponsors, as
\n
\n Christine Bader

\n and others, including Susan McPherson and Laura Clise
\n

\n , pointed outduring Sochi. \u00a0As pressure
\n
\n mounted
\n <\/a>
\n , a
\n
\n few

\n Sochi sponsors spoke out against Russia\u2019s
\n
\n anti-LGBT laws and actions
\n <\/a>
\n , but none pulled their sponsorship. \u00a0The European Games already count massive corporations
\n
\n like BP
\n <\/a>
\n among the official corporate sponsors. \u00a0Hopefully, BP and others will re-think their business relationships the games \u2014 and with the Aliyev government. \u00a0Until then, their sponsorship implies tacit approval of the Azerbaijani government and its tactics as it prepares for the 2015 games.\n<\/p>\n

\n
\n The UN\u2019s trip
\n <\/b>\n<\/p>\n

\n Coincidentally, this past Monday also marked the first day of a timely United Nations\u2019 Business and Human Rights
\n
\n Working Group
\n <\/a>
\n
\n visit
\n <\/a>
\n to Azerbaijan. \u00a0According to the
\n
\n Office of the High Commissioner for Human Rights
\n <\/a>
\n , the Working Group will examine \u201ccurrent initiatives, opportunities and challenges to implement [
\n
\n sic
\n <\/i>
\n ] the U.N. Guiding Principles on Business and Human Rights in Azerbaijan.\u201d \u00a0In addition to meeting with government authorities and companies, the Working Group will
\n
\n speak to
\n <\/a>
\n civil society organizations, trade unions and other stakeholders.\n<\/p>\n

\n Of course, the Working Group is visiting Azerbaijan at the
\n
\n behest of
\n <\/a>
\n President Aliyev, so it is unlikely that the government will boast about its recent crackdown and\/or what role (if any) business has played in allowing that to happen. \u00a0However, the week-long visit should at least provide a brief respite for activists in the country, and one hopes that the Working Group gets a clear picture of the human rights challenges facing the country at this crucial time. \u00a0Thus far, however, the Group has been silent on recent events in Baku.\n<\/p>\n

\n *\u00a0One would be forgiven for not knowing much (if anything) about the European Games. \u00a0Announced in 2012, the 2015 games in Baku will be the
\n
\n first ever
\n <\/a>
\n . \u00a0Ten of the 19 sports held at the games will serve as
\n
\n qualifying
\n <\/a>
\n events for European athletes hoping to compete in the 2016 Summer Games in Rio de Janeiro, Brazil,
\n
\n including
\n <\/a>
\n such classic Olympic draws as table tennis, archery and taekwondo. \u00a0In order to become the European Games\u2019 first host country, Azerbaijan won a competition against \u2026 no other country in the world, actually, as Baku was the
\n
\n only city
\n <\/a>
\n on the planet to bid for the honor.\n<\/p>\n
